				<content:encoded><![CDATA[<p>Two Carleton graduate students spent three weeks in Burundi in July-August evaluating water and sanitation projects being managed by <a href="http://www.unicef.org/infobycountry/burundi.html">UNICEF Burundi</a>.</p>
<p>This project was part of their coursework for Carleton’s <a href="http://graduate.carleton.ca/programs/public-policy-and-program-evaluation-diploma/">Grad Diploma in Public Policy and Program Evaluation </a>(DPE).</p>
<p>The students were reviewing the impact of a water system that had been installed in two of eight villages that were set up for repatriated Burundians refugees from Tanzania and the Congo.</p>

				<content:encoded><![CDATA[<p>Carleton University celebrated a one-of-a-kind Graduate Diploma in Philanthropy and Nonprofit Leadership program on Aug. 22. His Excellency the Right Honourable David Johnston, Governor General of Canada, attended and gave an address at the Celebrating Philanthropy panel discussion.</p>
<p>“These students are part of a profession,” the Governor General said. “Professions are loosely defined but, in my view, professionals are on the leading edge of those fundamental values that are most important to a country. They have a specialized body of knowledge that can’t simply be picked up a how-to-book or by watching people operate for a day or two, it requires intensive study and careful consideration and teaching from the great mentors of the profession.”</p>

				<content:encoded><![CDATA[<p>The<a href="http://www.ipac.ca/ncr/index" target="_blank"> Institute of Public Administration (IPAC) National Capital Region</a> sponsors an annual Student Essay Prize in honour of excellence in the study of public administration. The first place award winner this year is SPPA Master’s student, Laurel Carlton.</p>
<p>Laurel’s essay, entitled<em> &#8220;Taking Stock: An Alternative Policy Approach to Canada&#8217;s Rental Market Crisis,&#8221;</em> explores the preferential treatment that Canadian housing policies give to homeownership, while the rental market has been left to regulate itself. She argues that the rental housing market needs to be reframed as an integral part of Canada&#8217;s housing system in order to encourage alternative, pro-active policy responses to the current challenges of availability and affordability. She offers the United States Low Income Housing Tax Credit as a feasible policy alternative.</p>
