Application Steps (Fall 2013)
Admission to Carleton’s PhD program in Public Policy program is competitive.
All admitted students begin their programs in September. Most students are admitted as full-time students; in special circumstances, part-time enrollment may be possible.
Most financial aid from our program is directed to Canadian citizens and permanent residents. Funding from Carleton for international students is extremely limited.

| Request an application account | To request an application account for the PhD Public Administration, click here. | |
| Log in to complete your application | After you request an application account, an email will be sent to you with your user ID and Password. You will need these to log in and complete your application.Supplemental form should be uploaded into Carleton Central, under OPTIONS.If you experience problems with the application site, please contact the Graduate Administrator, Nicki Enouy, at nicki_enouy@carleton.ca. | |
| Complete the online application | You will need to submit various details about your background, including, for example, your academic history and referee information. | |
| Pay your application fee | After you submit your online application you will be asked to pay the application fee ($100.00). This fee is payable to the Ontario Universities’ Application Centre (OUAC) and can be paid by credit card, cheque, money order, internet or telephone banking. You will then be notified by email of your Carleton student ID number and given instructions on how to access Carleton Central. | |
| Upload your supplementary forms | You now need to upload your supplementary documents to the application site. The PhD in Public Policy application requires the following documents:
Note: Your referees will submit their letters of reference directly to the Faculty of Graduate and Public Affairs (FGPA) via a secure web link. During the application process, you will be asked to submit contact information for two referees. Once you provide that information, an email containing instructions will be sent to your two referees. (Note also that there may be space on the application to provide the names of three referees but only two are required for our program.) A complete list of what is required for your application can also be found in the Supplementary Forms section of your application. | Deadlines | Make sure you submit your application and all supplementary documentation by the following dates:Deadline for the First Round of Admissions: February 1st, 2013February 1st is the most important deadline for program applications.Deadline for the Second Round of Admissions: May 1st, 2013
Applications submitted after January 15th but before May 1st will be considered if space and funding remains available after the first round of admissions is complete. |

| Review of Applications | Once the application deadline has passed, an SPPA Admissions Committee will review all applications, select those it believes to be most suitable for the program and make funding offers to those applicants. | |
| Admission decision | Once the Admissions Committee has selected the applicants they would like to admit, recommendations are made to the Faculty of Graduate and Postdoctoral Affairs for final approval. If approved, an email is sent to the applicant with their Offer of Admission and Funding and their Statement of Standing on Admission. | |
| Accepting your Offer | If you receive an offer of admission and funding, you can accept the offer by logging in to Carleton Central and accepting your offer online. |
