SPPA Master’s student, Laurel Carlton won 1st place in IPAC-NCR Student Essay Contest

The Institute of Public Administration (IPAC) National Capital Region sponsors an annual Student Essay Prize in honour of excellence in the study of public administration. The first place award winner this year is SPPA Master’s student, Laurel Carlton.
Laurel’s essay, entitled “Taking Stock: An Alternative Policy Approach to Canada’s Rental Market Crisis,” explores the preferential treatment that Canadian housing policies give to homeownership, while the rental market has been left to regulate itself. She argues that the rental housing market needs to be reframed as an integral part of Canada’s housing system in order to encourage alternative, pro-active policy responses to the current challenges of availability and affordability. She offers the United States Low Income Housing Tax Credit as a feasible policy alternative.
