Understanding Redeployment at Carleton University

A continuing position may be declared redundant where there is no longer a need for that position due to a lack of work, a reorganization of duties, or a reduction of services.

In the event that a continuing employee’s position is declared redundant and the employee is a member of the CUPE Local 2424 bargaining unit, then the redeployment process set out in Article 13 of the CUPE 2424 Collective Agreement is initiated.

Redeployment can be a stressful process for the incumbent employee in the redundant position. Human Resources makes every effort to facilitate the process for employees and managers by providing guidance and information. Human Resources offers job counseling, skills assessments and retraining as warranted to support the employee in transitioning to another position.

It is important for hiring managers to note that the redeployment process is distinct from the regular staffing process when seeking to fill a vacancy for a continuing position. Priority consideration is always given to an employee whose position has been declared redundant and who has redeployment status. This process also means that job vacancies cannot be posted until consideration has first been given to such an employee as s/he has priority over all other applicants.

Hiring managers shall accept transfers of employees provided the employee meets the minimum requirements of the position – including skills, abilities and qualifications – and can reasonably be expected to learn the job within a 120 day training period.

Redeployed employees have numerous strengths to offer a hiring manager, including:

  • Knowledge of how the university operates
  • Technical skills that are relevant to Carleton’s culture
  • A network of colleagues in various departments
  • Institutional memory
