The diplomatic squeeze play in Trinidad will likely be uncomfortable for Harper, says foreign affairs specialist Fen Hampson, director of the Norman Paterson school at Carleton University.
“Copenhagen is essentially a United Nations exercise in multilateral diplomacy,” said Hampson, “and Ban Ki-moon will put pressure on Harper. But will it work? I doubt it. He is between a rock and a hard place. I am not a climate change denier by any means, but it isn’t as easy as the environmentalists say. Other governments have taken the high road on Kyoto but they haven’t been able to deliver.”
